Hungary is set to deploy the army at the EU’s frontiers as part of a military response to Europe’s largest migration crisis since the second world war. Janos Lazar, a Hungarian minister, said the government had discussed a possible military build-up after police reports that 2,500 migrants penetrated the border with Serbia on Tuesday. One official said the numbers were the highest in Hungary’s history. Mr Lazar’s statement came days after Bulgaria dispatched troops to its border with Turkey, prompting criticism from human rights groups that warned against a militarised response by European countries. Evidence of a build-up of migrants on Europe’s south-east border comes as Angela Merkel, German chancellor, prepares to attend a summit with Balkan leaders in Vienna today to discuss a fresh response to the refugees crossing the former Yugoslavia. The summit comes days after Macedonia’s army fired tear gas and stun grenades at 2,000 migrants massed on its border with Greece before falling back as they broke through border defences. “Plans to use the army to stop asylum-seekers in Bulgaria and Hungary are ill-advised. Militarisation of borders is the wrong answer to migration, said Nils Muiznieks, the Council of Europe’s human rights commissioner. More than 140,000 refugees have arrived in Hungary so far this year, mainly from Syria, Afghanistan and Iraq. While much attention has focused on migrants crossing the Mediterranean to Italy by sea from northern Africa, governments have struggled to co-ordinate a response to tens of thousands travelling through the western Balkans and entering the EU via Hungary. The Hungarian government said military deployment would be subject to parliamentary approval but confirmed six police “border hunterunits were preparing for deployment. 来 /201508/395834President Barack Obama said on Thursday that the California shooting that left at least 14 people dead and wounded 21 others could be related to terrorism, but left open the potential that a workplace grievance may have been the motive. In a sign that authorities are considering the possibility of terrorism, the US president said the FBI had taken over the investigation from local authorities. But he said the motive for the attack in San Bernardino was still unclear and could be a mix of issues. The two suspects killed in a shootout with police on Wednesday were identified as Syed Rizwan Farook, 28, and his wife, Tashfeen Malik, 29. They had a massive arsenal of weapons on them during the shooting and at their residence in nearby Redlands, according to Jarrod Burguan, the San Bernardino police chief. “It’s possible that this is terrorist-related but we don’t know, said Mr Obama in an Oval Office briefing, flanked by Vice-President Joe Biden, the FBI director James Comey and Loretta Lynch, attorney-general. “Our expectation is that this may take some time [to sort out]. There may be mixed motives.” The suspects fired up to 75 rounds of ammunition at the Inland Regional Center, which provides services for more than 30,200 people with disabilities in Riverside and San Bernardino counties, said Mr Burguan. Authorities also found three pipe bombs combined into one device that was tied to a remote control toy car that failed to work. The suspects shot another 76 rifle rounds in the stand-off with police that followed a hunt for them. In all, they had a stockpile of about 6,000 rounds of ammunition, while 12 pipe bombs were found at their home, in addition to hundreds of tools that could be used to construct improvised explosive devices and pipe bombs, said Mr Burguan. 与此同时,在他们家中还发现2枚管状炸弹,此外还有数以百计的可以制造简易爆炸装置和管状炸弹的工具 /201512/414581US officials are hailing a new Pacific Rim trade agreement as a vehicle to reform the opaque international arbitration system that for decades has been used to resolve disputes between foreign investors and governments. President Barack Obama and his administration are trying to blunt criticism from congressional opponents of the Trans-Pacific Partnership like Democratic presidential candidate Bernie Sanders, who claim the pact and the “investor-state dispute settlementmechanism it includes will let foreign companies challenge domestic environmental, financial, food safety and other regulations before international arbitration panels. Even as US businesses and policymakers digest the details of the TPP, which were made public for the first time last week after five years of negotiations, the debate has resonance and consequences for business and governments around the world. Nowhere is that more true than in Europe, where after almost two years of discussions the European Commission unveiled its own proposals to revamp the ISDS system earlier this year and is facing its own political fire over negotiations with Washington. In Berlin last month more than 150,000 people took to the streets to protest against the so-called Transatlantic Trade and Investment Partnership, aiming much of their ire at what they fear would be a move to allow US companies to undermine regulations in the EU and its member states on everything from natural gas “frackingto the sale of genetically modified agricultural products. The investment provisions in the US-led TPP and the EU proposals share stated goals to bring greater transparency to the system and close loopholes. The TPP includes language affirming governmentsright to regulate “in the public intereston the environment, health and other areas. There is also specific language banning tobacco companies from challenging antismoking initiatives as Philip Morris International has in recent years by mounting an ISDS case against Australia over the country’s plain packaging laws.TPP包含肯定政府有权“从公共利益出发”对环境、卫生和其他领域实施监管,也包含禁止烟草公司挑战反吸烟倡议的具体规定。 But sceptics remain. Lori Wallach, a trade activist for campaign group Public Citizen, says the TPP’s reforms to ISDS remain too weak. Worse, she argues, the agreement as it stands would make it easier for banks and other financial services firms to challenge new regulations, although US officials dispute that. Mike Froman, Mr Obama’s trade tsar, insists that with the TPP the US is setting a high water mark for such investor protection regimes which are heavily favoured by business groups and trying to prevent future abuses. “It is a reform of the system,he told the Financial Times in an interview.“这是对该机制的改革,”他在接受英囀? But he also indicated that differences remain with Europe over its proposals, which include the creation of an appellate mechanism and even, some day, a world court to hear investment disputes. 来 /201511/408851Sweden’s hunt for a foreign submarine presumed to be Russian entered its fourth day in a chase outside Stockholm that has evoked memories of the cold war and further heightened tensions in the Baltic sea. Sweden’s armed forces on Sunday released a picture of what is believed to be the submarine and said there had been three sightings of it, two on Friday and one on Sunday, as it appeared to move south. The operation, involving hundreds of military personnel in minesweepers, helicopters, boats and aircraft, has sparked flashbacks to a series of hunts of Soviet submarines in the 1980s, most notably when one ran aground off the southern Swedish town of Karlskrona. Concern is growing across the Baltic area about Russia’s intentions after numerous incidents, from incursions into the airspace of Sweden and Finland the only countries in the region aside from Russia not in Nato to the abduction of an Estonian intelligence agent. The drama began on Friday when Sweden’s military said a credible source had informed it of “foreign underwater activityin the large archipelago outside Stockholm. The armed forces have refused to comment on the nationality of the craft they are seeking, which could be a mini-submarine, underwater vessel or full-sized submarine. But Svenska Dagbladet, a Swedish newspaper that last year revealed that Russia had simulated a bombing raid on Stockholm, said on Saturday that intelligence officials had picked up a distress call on a frequency used by Russians. This led to speculation that a damaged Russian submarine was somewhere in Swedish waters, further fuelled by the sighting of a Russian oil tanker in international waters off Stockholm that could be used in a rescue, according to defence experts. Russia’s defence ministry on Sunday denied that any of its submarines were in an emergency or irregular situation anywhere in the world. But later the Swedish armed forces said it was “probablethat there was foreign submarine activity in the archipelago, the highest risk assessment except verification. The hunt for the submarine provides an early test for Sweden’s new centre-left government, which is more hostile to the idea of Nato membership than its centre-right predecessor.Concern has been raised over the ability of the Swedish armed forces to defend the country for more than a few days, especially the strategically important island of Gotland in the Baltic.

The world has a massive food crisis on its hands. The crisis is so big that organizations like the World Bank and the ed Nations say there won’t be enough food to feed the global population when it jumps from the current seven billion people to nine billion by 2050. Some research even suggests a food scarcity crunch as early as 2030 just 15 years from now. The reasons? Severe weather events like droughts and floods, economic hardships, and political unrest in underdeveloped countries, as well as agribusiness expansion. While many experts say that producing more food will make the crisis go away, others contend it’s not that simple. “To address food security, we need a shift in the way we address poverty and inequality in the world,Stephen Scanlan, a professor of sociology at Ohio University. “There should be a reframing of food as a fundamental human right in a way that governments actually stand by.” But feeding the world is big business. Multinational food companies and retailers are heavily involved in food production. Corporations such as Kraft KRFT 0.21% , ConAgra C 0.77% , Cargill, and PepsiCo PEP 0.08% dominate global food distribution. Companies like Monsanto MON 1.28% , the biggest maker of genetically modified organisms (GMOs) seeds, promote their high tech products as a way to increase food production. And those companies are seeing benefits. Global food prices increased by four percent between January and April of this year, according to the World Bank, stopping a decline in food prices starting in August 2012. While those figures may please company shareholders, that kind of consolidation and profit puts too much control over food supplies into too few places, according to critics like Scanlan. Beyond the perceived threats from the business world, global food supplies, one analyst argued, are at the mercy of some nations seeking to feed their own populations at the expense of others. “China is the largest purchaser of farmable land in the world, said Usha Haley, a professor of business management at West Virginia University. “They’re doing it to acquire resources as they have a huge gap between what they produce and what they use.” For many, food scarcity is aly here. The UN’s Food and Agriculture Organization (FAO) reports that 842 million people in the world remain undernourished. And nearly two thirds of them are living in the Asia-Pacific region. One in four children under the age of five is stunted due to malnutrition. Fueling the problem are worldwide diets that rely on an ever smaller group of crops, leaving global food supplies at the mercy of inflation, insects, disease, and bad weather. Also, there’s the increasing creation of inedible products such as fuel from crops that normally get put on the kitchen table. “What concerns us is biofuel expansion, said Kristin Sundell, director of policy and campaigns for ActionAid, an international group that focuses on ending poverty. “We’ve seen a 50 percent expansion in recent years in using crops like sugar, corn and soy to create fuels for gas tanks, and that’s taking away food crops from people and making what there is more expensive,Sundell said. Sundell added that the large-scale investment by private agriculture businesses to buy up more farm land in poor countries is forcing local growers out of business. Farmers who do have land in areas like East Africa often face a Faustian bargain, said Scott Ickes, a professor of public health and nutrition at the College of William amp; Mary. “Farmers have to choose between growing specialty cash crops like cocoa, tea and coffee or food staples to make a living,Ickes said. “They usually pick the cash crops as it’s a challenge for them to make ends meet.”“农民必须选择是种植可可、茶和咖啡等专门的经济作物,还是选择种植养家糊口的主食作物。 Helping those help themselves助人即自助While agricultural innovations like genetic modified organisms (GMOs) hailed by many and condemned by others are often offered up as solutions, one analyst said simple ways to distribute and store food are needed. “A lot of food rots because of bad storage facilities in poor countries, and bad infrastructure in those areas prevents delivery of food to a lot of the poor, said College of William amp; Mary’s Ickes. A key element in all this is helping those in need learn how to take care of themselves, said Mark Rieger, dean of the College of Agriculture and Natural Resources at the University of Delaware. “We have an agricultural program so people can develop their own food,Rieger said. “I just got back from Kenya where we bring students here and then send them back home to help their own countries.”“我们有一个农业项目,让人们可以种植自己的粮食。 Wars over food? The World Bank reports that to avoid food shortages by 2050, the global community needs to produce at least 50 percent more food than it does today. 0%。Many analysts say they are hopeful the world is waking up to the food scarcity problem, as more governments like the U.S. and those in Europe, ramp up efforts to provide aid to developing countries. But a clear consensus on exactly how to end the growing food shortage remains elusive. And that could lead to even greater disasters, said West Virginia’s Haley. “The food scarcity problem is serious. I think the next world wars could be fought over resources like food and water, she said.
