Bush Administration Accused of Ignoring Corruption in Iraq美国务院被指责打击伊腐败力度小 Two former U.S. State Department officials say the Bush administration has done little to fight corruption in Iraq. In testimony to a congressional panel Monday, they said administration policy has allowed corruption to fester - an accusation the State Department vehemently denies. Arthur Brennan briefly served as director of the State Department's Office of Accountability and Transparency in Baghdad last year. In testimony before a Democratic Policy Committee hearing, which no Republicans attended, Brennan accused the Bush administration of thwarting the efforts of his office to probe and fight corruption in Iraq. He said the administration did not aggressively pursue corruption out of concern that that could undermine its relationship with the Iraqi government. The Department of State's actual policy not only contradicted the anti-corruption mission, but indirectly contributed to and has allowed corruption to fester at the highest levels of the Iraqi government," he said. State Department deputy spokesman Tom Casey told VOA it is not true that the department condones corruption in Iraq. In an exchange with Democratic Senator Claire McCaskill of Missouri, Brennan said U.S. ambassador to Iraq, Ryan Crocker, has avoided addressing the problem. MCASKILL: "It is your testimony today that Ambassador Crocker knows the level of corruption in the Iraqi government and has failed to be honest with the American people about it?" If he does know, then he is intentionally misleading Congress and the American public." Brennan said corruption has cost Iraq and U.S. taxpayers billions of dollars, and warned that some of the money could be funding insurgents. James Mattil, who served as chief of staff in the Office of Accountability and Transparency from October 2006 to October 2007, agreed that the Bush administration had not done enough to press the Iraqi government to fight corruption. "It seems reasonable to conclude that the reasons are either gross incompetence, willful negligence or political intent on the part of the Bush administration and more specifically, the State Department," he said. Mattil said the Office of Accountability and Transparency was dismantled last December. Senator Byron Dorgan, a North Dakota Democrat and chairman of the committee, says he plans to send a letter to Secretary of State Condoleezza Rice seeking a response to Monday's testimony. State Department's Casey, who spoke to VOA on the phone, said Brennan and Mattil are entitled to their opinions, but it is not true that Washington has ignored the issue of corruption in Iraq. He said the ed States takes the issue very seriously, and has worked with the Iraqis for a very long time to combat it. 200805/38960As Surge Ends, How Many US Troops Will Remain in Iraq? The U.S. troop surge in Iraq has now ended, with the top general's spokesman confirming to VOA that all the combat troops sent in last year to bolster security efforts have ended their tours of duty and left the country. But according to the Pentagon there are about 16,000 more U.S. troops in Iraq now than there were before the surge started early last year. Students of mathematics will tell you there is a traditional approach called Old Math, and there are concepts known as New Math. But they probably don't know about something that falls into neither category. That is Pentagon Math. Before the surge, there were about 132,000 U.S. troops in Iraq. Now the Pentagon says there are 148,000. That's a substantial increase, more than 12 percent. Pentagon Spokesman Bryan Whitman was asked to explain. We've always said that we know there are certain capabilities that the ed States military is going to have to continue to provide until the Iraqis can establish their own organic ability to do those things - medical, logistics, maintenance, air support," he responded. So these are support troops, not combat troops, and the support troops are staying - or being replaced by fresh reinforcements - to provide the same capabilities to the increasingly active Iraqi Army and Police. Boosting Iraq's SecurityThe Iraqis have demonstrated considerable combat ability in several recent operations, including the expulsion of insurgent and militia forces from Basra and Mosul. But they still can not provide all their own logistics support, and they lack air power, the ability to do medical evacuations and other important capabilities. Indeed, the increased need for support troops was predicted back in February by Lieutenant General Carter Ham, who was the chief of operations for the senior U.S. military staff, when he predicted that about 8,000 of the surge forces would stay after the surge combat troops left. It also takes into account, as our forces look to transition from leading to partnering and then to over-watch, the need to retain some key enabling capabilities, to help the Iraqi forces with their capabilities," he explained, "such capabilities as command and control headquarters, logistics, aviation, detainee operations and the like." In the end, the Pentagon says the extra support troops number about 10,000. But there are 16,000 more U.S. troops in Iraq than before the surge. The Pentagon says some of the other 6,000 extra U.S. troops are in the process of taking over for departing troops, so the overall number should go down by a few thousand in the coming weeks. But that still leaves at least a couple of thousand troops not exactly accounted for. US Troop WithdrawalThe Pentagon spokesman, Bryan Whitman, says some may be leaving in the coming weeks, if their services are not needed by the Iraqis. In addition, he says U.S. commanders routinely request additional capabilities, such as bomb squads and intelligence units, which results in the deployment of small groups, or even individuals, which can add up over time. The onesies and twosies become dozens, and the dozens become a few hundred, and a few hundred become a thousand sometimes," Whitman said. "It's just the way it does. Commanders have appetites for capabilities." And he says commanders are always reluctant to give up capabilities once they have them. It's hard to give up capability. If you're a commander on the ground and you've got something that's working well, it's always a little bit hard to say, 'Well, we can do with less of this or less of that.' It's hard, I'm sure," he noted.Combat Troops vs. Support TroopsThe number crunching this week over the post-surge U.S. troop numbers in Iraq, raises a question - when Iraqi leaders call for the withdrawal of U.S. troops by 2010, are they talking about all the troops or just the combat troops? Or put another way, if the end of the surge left 16,000 troops behind, how many troops would a so-called complete U.S. withdrawal leave behind? Experts say the Iraqi need for air support and other capabilities will not go away by 2010, and neither will the needs to protect American diplomats and reconstruction teams and to use high-end U.S. military capability to pursue any remaining hard-core terrorists and insurgents. The Democratic Party's presidential candidate, Barack Obama, also wants U.S. troops out of Iraq in 2010, but he is careful to specify that he's talking about combat troops, as he did during a news conference in Jordan on Tuesday, shortly after ending a visit to Iraq. Once we redeploy our combat brigades, we're still going to retain a capability to protect our personnel, to target terrorists and to train Iraqi security forces, if there is political progress," Obama said. In Pentagon Math, even by a candidate who has pledged to end the war, if you deploy troops and then bring the troops home, you're still likely to have a substantial number of troops remaining. But no one is saying exactly how many will be, as we used to say in Old Math, 'left over.' 200807/44906I think that's an inevitable process which is going to continue so long as the Asian economies in particular continue to grow up rapidly. The biggest marginal contributer to rise in oil demand, that of course in the past 5 years has been China. I think if memory shows me correctly it counted for about a quater of the increase in , in world oil demand of the last 5 years. So consequently there is going to be increasing pressure on oil demand for some years to come. And it's ... I guess the case we're gonna have to live with is a fairly tight-jaw market which suggests that we'd probably got to have to live with oil prices at far higher levels than that we become used to over the past decade. As far as your projections of the world economy are concerned then are you looking at 90, 100, 110 dollar a barrel? Well I suspect that we could well hit 100 dollars per barrel over the courses of the next few months. I'm not entirely convinced that's necessarily a consequence of the strength of the world economy howerer. And you got to look at surplus out of the equation too, and OPEC has been very successful over the course of the past 12 months in curbing oil supply . and of course this tightness of the market coupled with, quite lot of speculative positioning on the part of investors has helped to drive prices up to you know 90 plus dollars a barrel. My guess is that a fundamentally justified price will simmer in the range 60 to 70 but I don't think we are gonna see that for some time to come. OK, well we could have interesting discussions on the supply side, but let's move, look at the price and its consequences for the world economy...Notes:Tight-jaw: scrupulous and prudential about predicting or commentary200807/43685

US Reports Progress in Mideast Talks布什政府称以巴和谈取得显著进展 The Bush administration says Israeli and Palestinian negotiators are making significant progress toward an independent Palestinian state. In Egypt where officials say U.S. President George Bush may return to the Middle East if it will help the process. U.S. National Security Adviser Steve Hadley says President Bush is encouraged by progress in Israeli-Palestinian talks. What we have now is negotiations ongoing, extremely intensive at several levels between Israelis and Palestinians and tangible progress in dealing with the hard issues that are required before an agreement is reached,” he said. “Is it done yet? No. Are we making progress? The president's view is, 'yes' we are making progress." Hadley would not say what progress has been made on which issues, because he says both sides would prefer to keep that progress private until a final deal is reached. Speaking to reporters in Egypt before the president's speech at a global economic forum, Hadley says Mr. Bush will return to the region if there is something he can do to help advance the peace process. In his speech, President Bush says he believes Palestinians will build a thriving democracy. We must stand with the Palestinian people, who have suffered for decades and earned the right to a homeland of their own,” he said. “I strongly support a two-state solution - a democratic Palestine based on law and justice that will live in peace and security alongside a democratic Israel." During this five-day trip, the president has been criticized by some Arab allies for being to close to Israel. Saudi Foreign Minister Saud al-Faisal said Israel's right to exist must be balanced with the legitimate historical and political rights of Palestinians. State-run media in Egypt said Mr. Bush aims to do nothing but appease Israel. The president says America will help Palestinians achieve a dream they share with Israelis. A peace agreement is in the Palestinians' interest, it is in Israel's interest, it is in Arab states' interest, and it is in the world's interest,” he said. “And I firmly believe that with leadership and courage, we can reach that peace agreement this year." Mr. Bush says it is a demanding task that requires action on all sides. Palestinians must fight terror and continue to build the institutions of a free and peaceful society,” he said. “Israel must make tough sacrifices for peace and ease restrictions on Palestinians. Arab states, especially oil-rich nations, must seize this opportunity to invest aggressively in the Palestinian people and to move past their old resentments against Israel. And all nations in the region must stand together in confronting Hamas, which is attempting to undermine efforts at peace with continued acts of terror and violence." One of the biggest obstacles to a peace deal is that Palestinians are divided between Hamas-controlled Gaza and the Fatah-led West Bank of Palestinian President Mahmoud Abbas. Wrapping up his five-day trip to the region, Mr. Bush says America is deeply concerned about political prisoners and democratic activists as well as newspapers and civil society organizations that have been shut down."The time has come for nations across the Middle East to abandon these practices, and treat their people with dignity and the respect they deserve,” he said. “I call on all nations to release their prisoners of conscience, open up their political debate, and trust their people to chart their future."President Bush says too often in the Middle East, politics has consisted of one leader in power and the opposition in jail. 200805/39367
